An EV's ₩130,000 vehicle tax is not a discount — a 2,000cc car the same size pays ₩520,000, and the EV simply has no displacement to measure

Vehicle tax on a private passenger car is engine displacement × ₩80, ₩140 or ₩200 per cc, plus 30% local education tax. From the third year it drops 5% a year until it halves at year 12, and an EV, having no displacement, sits in the flat ₩100,000 box (₩130,000 with education tax). Pay the whole year in January and about 4.6% is credited (the 5% interest rate prorated by days remaining), or split the bill into four installments.

Why it works this way

One year of vehicle tax on a 2,000cc passenger car is about ₩520,000. An EV of the same size: ₩130,000. Four times less. It is not a discount for being electric. The ruler the tax law uses for vehicle tax is engine displacement, and an EV has no displacement to measure, so it falls into a flat ₩100,000 box. And the same 2,000cc car pays half once it turns 12. Pay it all in January and it is cut again. Vehicle tax is the tax paid by more people than any other in Korea, yet most simply pay what the bill says without knowing why it is that number.

First step: the displacement ruler. Article 127 of the Local Tax Act. A private passenger car's vehicle tax is displacement multiplied by a per-cc rate: ₩80 per cc up to 1,000cc, ₩140 up to 1,600cc, ₩200 above 1,600cc. Only three bands, and within a band the tax is proportional to displacement. On top comes local education tax at 30% of the vehicle tax. At 1,998cc, × ₩200 = ₩399,600; add education tax and it is about ₩519,000, the number in the hook. At 1,598cc, × ₩140 = ₩223,720, about ₩291,000 with education tax. A 999cc light car at ₩80 per cc comes to about ₩104,000.

The displacement ruler: one year of tax on a new car (education tax included)

Three bands (₩80 · ₩140 · ₩200) plus 30% education tax. An EV has no displacement: flat ₩100,000 + education tax.

  • 999cc light car (₩80 per cc)about ₩104,000
  • EV (flat ₩100,000)₩130,000
  • 1,598cc (₩140 per cc)about ₩291,000
  • 1,998cc (₩200 per cc)about ₩519,000

What to watch in the table is the boundaries. At 1,600cc the per-cc rate jumps 43%, from ₩140 to ₩200, and at 1,000cc it jumps from ₩80 to ₩140. This table is why carmakers build engines of 1,598cc and 1,998cc: they park the car just under the line.

Second step: vehicle age. Item 2 of the same article holds the formula. For a private passenger car aged 3 years or more, the half-year tax (half the annual amount) is reduced by 5% steps according to age. Precisely, it is 5% multiplied by (age − 2): 5% in year 3, 10% in year 4, growing 5% a year until it stops at 50% in year 12. Beyond 12 the age is treated as 12. Tax falling as the car ages is less a kindness to old cars than a design where the tax tracks the falling value of the car. No application is needed: age is computed automatically from the registration year and reflected on the bill. There is a reference date for counting age, though, so a car bought at the start of the year and one bought at the end can be counted differently in the same year. Check the age printed on the bill.

The age reduction: 12 years of a 2,000cc car

Reduction = half-year tax × 5% × (age − 2). Starts at 5% in year 3 and stops at 50% in year 12.

  1. New carabout ₩520,000 (no reduction)
  2. Year 35% reduction begins
  3. Year 515% reduction → about ₩440,000
  4. Year 1250% reduction → about ₩260,000 (treated as 12 beyond that)

No application needed. It is computed automatically from the registration year and reflected on the bill.

Third step: the EV. The first box of the rate table is passenger cars taxed by displacement × per-cc rate, but EVs and hydrogen cars have no displacement. So the law keeps a separate box, 'other passenger vehicles', with a flat ₩100,000 a year for private use and ₩20,000 for commercial use. Add 30% education tax: ₩130,000. EVs are taxed lightly not because of a green discount but because the tax's ruler, displacement, is missing, sending them to the flat box. This has two implications. One: an EV pays the same tax regardless of size or price. A small EV and a large luxury EV both pay ₩100,000, so the combustion-era logic of bigger engine, bigger tax breaks down for EVs. Two: this flat box is where debate keeps returning about what should replace displacement as the measure. As of today the law says ₩100,000, and if it changes it changes by amendment. It is a current rule, not a fixed benefit.

Fourth step: payment. Vehicle tax splits the year in two, billed in June and December. But Article 128 rewards paying early in one go. Pay the remaining year's tax in a single self-assessed payment in January, March, June or September and a credit is given equal to the interest on the days remaining. The Decree sets the rate, currently 5%. Pay at the end of January and 334 days remain, so 5% × 334/365 ≈ 4.6% comes off. Pay in March and fewer days remain, so the credit shrinks; June and September apply only to the second half. For the 2,000cc car in the hook, January prepayment saves about ₩24,000. It does not look large, but it is a guaranteed return for paying money you owe anyway five months early. Compare it with a savings account. Remember this rate has changed year to year: a few years ago it was 10%, and it has stepped down to today's 5%. The opposite option exists too: if the bill is heavy, apply to split the annual amount into four installments in March, June, September and December. No credit, but a smaller outlay at a time. Apply for either through Wetax or the local government's tax office.

Now the bill. A vehicle tax bill usually has four lines. Line one, the base vehicle tax: displacement × per-cc rate, less the age reduction, for the half-year amount. Line two, local education tax: 30% of the base. Line three, the total. Line four, the due dates: June 16 to 30 and December 16 to 31. Check in order: does the displacement match the registration certificate, is the age right, is the education tax 30% of the base. If all three hold, the bill follows the law. Last, the month you sell the car. Vehicle tax is prorated by days of ownership, so a mid-year sale means you pay only up to the sale date and the buyer pays the rest. If the transfer registration is late, the tax for the gap comes out in your name, so after selling, confirm the transfer registration was completed.

Two things to do now. First, calculate this year's tax in advance from your car's displacement and age. If it differs from the bill, the difference is your question. Second, decide before January whether to apply for prepayment. The credit is small, but you only get it if you apply. Reductions for people with disabilities or national merit, commercial status and local ordinances differ case by case, so if they apply to you, check with Wetax or the tax office. Vehicle tax comes down to two numbers, displacement and age, and both are already on your registration certificate.

The legal basis

Drawn from government announcements and the statutes themselves as primary sources, covering only the relevant part.

지방세법 제127조 제1항 제1호 (승용자동차 세율)

In force Statute as in force from 2026-01-01 (checked 2026-08-30)

Private passenger cars: ₩80 per cc up to 1,000cc, ₩140 up to 1,600cc, ₩200 above 1,600cc. Commercial: ₩18 · ₩18 · ₩19 · ₩19 · ₩24 per cc.

What this means

Only three bands, proportional within each, so a 1,998cc car's base tax is ₩200 × 1,998 = ₩399,600.

지방세법 제127조 제1항 제2호 (차령 경감식)

In force Statute as in force from 2026-01-01 (checked 2026-08-30)

For private passenger cars aged 3 years or more, the half-year tax = A/2 − A/2 × 5% × (age − 2). Age is capped at 12 years.

What this means

5% in year 3, growing 5% a year to 50% in year 12. Applied automatically on the bill with no application.

지방세법 제127조 제1항 제3호 (그 밖의 승용자동차)

In force Statute as in force from 2026-01-01 (checked 2026-08-30)

Other passenger vehicles without displacement: a flat ₩100,000 a year for private use, ₩20,000 for commercial use.

What this means

The source of the EV's ₩130,000 (with education tax). Not a relief clause but a box in the rate table, unrelated to size or price.

지방세법 제128조 제1항·제3항 (납기 · 연납)

In force Paragraph 3 amended 2025-12-31, in force 2026-01-01 (checked 2026-08-30)

Due in June and December; installments in 4 payments. Paying the annual amount in one self-assessed payment in January, March, June or September earns a credit of annual tax × days remaining / 365 × the interest rate, capped at 10%.

What this means

Prepay at the end of January and 334/365 × 5% ≈ 4.6% comes off. A credit you must apply for.

지방세법 제151조 제1항 제7호 (지방교육세)

In force Statute as in force from 2026-01-01 (checked 2026-08-30)

Local education tax is levied at 30% of the vehicle tax.

What this means

Line two of the bill. 30% on a ₩399,600 base makes about ₩519,000.

지방세법 시행령 제125조 제6항 (연납 이자율)

In force Amended 2024-12-31 (checked 2026-08-30)

The interest rate applied to the prepayment credit is 5%.

What this means

Stepped down from 10% a few years ago, so it has changed year to year. This year's credit is computed at this rate.

Frequently asked

Why is an EV's vehicle tax ₩100,000?

It is not a discount. The tax's ruler is displacement, and EVs and hydrogen cars have none to measure, so the law puts them in the **'other passenger vehicles' box** at a flat ₩100,000 a year for private use (₩20,000 commercial). With 30% education tax, ₩130,000. It is the same regardless of size or price, and it is a current rule, not a fixed benefit.

Do I have to apply for the age reduction?

No. Age is **computed automatically from the registration year and reflected on the bill**. It starts at 5% in year 3, grows 5% a year and stops at 50% in year 12; beyond 12 the age counts as 12. Because of the reference date, cars bought early and late in the year can be counted differently, so check the age printed on the bill.

How much does January prepayment save?

The credit is **5% interest × days remaining / 365**. Paid at the end of January, 334 days remain, so about 4.6%, or about ₩24,000 on a 2,000cc car. In March fewer days remain and the credit shrinks; June and September apply only to the second half. The rate stepped down from 10% a few years ago to today's 5% and has changed year to year.

Why are there so many 1,598cc and 1,998cc engines?

The per-cc rate **jumps 43% at 1,600cc, from ₩140 to ₩200**, and from ₩80 to ₩140 at 1,000cc. Parking the car just under the line avoids the next band's rate.

What happens to the tax if I sell mid-year?

Vehicle tax is **prorated by days of ownership**: you pay up to the sale date and the buyer pays the rest. If the transfer registration is late, the tax for the gap comes out in your name, so after selling, confirm the transfer was completed.

What if paying at once is too much?

You can apply to **split the annual amount into four installments in March, June, September and December**. There is no credit, but the outlay at a time is smaller. Both prepayment and installments are applied for through Wetax or the local tax office.
