Property tax is not set by the market price — three layers: official price, fair market value ratio, tax cap
Two people in the same neighborhood with ₩500M apartments get different property tax bills: ₩504,000 and ₩684,000 a year. The difference was whether the home was the owner's only one. Property tax starts not from the market price but from the official price, multiplies by the 60% fair market value ratio, then picks a rate table, and a one-home household with an official price of ₩900M or less gets a special rate 0.05 points lower in each bracket.
Conditions used in the calculation
- Case
- market ₩500M · official price ₩500M apartment · one home vs second home
- Step ①
- official price: set every spring · below market · assessed on the owner on 1 June
- Step ②
- fair market value ratio: housing 60% · official price × 60% = tax base · a decree special ratio that year lowers it further
- Step ③
- rate table: standard 0.1% to 0.4% · one-home household at ₩900M official or less: special rate 0.05 points lower per bracket · 20% local education tax
- Due dates
- 16 to 31 July · 16 to 30 September, half each · ₩200,000 or less all in July · land portion in September
- Split
- above ₩2.5M → excess up to ₩5M · half above ₩5M · two months
Results
- Official ₩500M · one home (special rate)
- tax base ₩300M · ₩420,000 + ₩84,000 local education tax = ₩504,000
- Official ₩500M · second home (standard)
- ₩570,000 + ₩114,000 = ₩684,000 (₩180,000 more)
- Tax base
- official ₩500M → ₩300M · ₩300M → ₩180M · ₩900M → ₩540M
- Official ₩900M one home
- ₩1,512,000 · ₩1B gets no special rate: ₩2,124,000 (over ₩610,000 on a ₩100M difference)
- Standard rates
- ₩60M 0.1% · ₩150M 0.15% · ₩300M 0.25% · above 0.4%
- 1 June
- sold 31 May → buyer pays · sold 2 June → seller pays
- Distance from market
- ₩500M market comes down to a tax base around ₩200M
- Timing
- as of 2026-09-05 the extension of the special rate has not passed the Assembly
At a glance
Special rate ₩420,000 and standard rate ₩570,000, plus 20% local education tax.
- One home (special rate)₩504,000
- Second home (standard rate)₩684,000
Why it works this way
Two people in the same neighborhood own apartments worth the same ₩500M, yet their property tax bills differ: ₩504,000 a year for one, ₩684,000 for the other. The market price is the same; what differs is whether the home is that person's only one. Property tax is not set by the market price. It is a three-layer calculation that starts from the official price, multiplies by the fair market value ratio, and picks a rate table. Most people just pay the amount when the July bill arrives, and because they do not know where each number came from, they would not notice a mistake. It is commonly thought of as some percentage of market value, but market value never enters directly.
Local Tax Act Articles 110 and 114.
- Starting pointthe official price, not market · apartments use the apartment official price, detached homes the individual house price · set every spring · below market
- Assessment datethe owner on 1 June each year · sold 31 May → buyer · sold 2 June → seller
- One daythe single day of the settlement date moves a whole year's tax
Not knowing, you miss the objection period and shoulder the tax on one day's difference. Contracts sometimes allocate property tax separately, but the bill goes to the owner on 1 June.
Step ② The fair market value ratio. The rate is not applied straight to the official price; 60% is applied first to give the tax base. An official price of ₩500M gives a tax base of ₩300M, ₩300M gives ₩180M, ₩900M gives ₩540M. The ratio is set by law, so a local government cannot change it at will, and when the government lowers it by decree for a year the tax base drops further. That year's ratio is printed in the calculation on the back of the bill. The distance from market widens twice, so a ₩500M market home comes down to a tax base around ₩200M, and a lower base lands in a lower bracket of the rate table, so one ratio changes the bracket too. In a year the ratio rises, the same home's tax can jump twice, and someone who applies the rate straight to the official price overestimates the tax and hesitates to buy.
Local Tax Act Articles 111, 111-2 and 151. This is where the two owners parted.
- Standard rates₩60M 0.1% · ₩150M 0.15% · ₩300M 0.25% · above 0.4% (on the portion above each step)
- Special rateone-home household at ₩900M official or less · 0.05 points lower per bracket · at a tax base of ₩300M, standard ₩570,000 · special ₩420,000
- 20% local education taxone home ₩504,000 · second home ₩684,000 (₩180,000 apart)
A one-home ₩900M official price pays ₩1,512,000, and ₩1B gets no special rate at ₩2,124,000, over ₩610,000 more on a ₩100M difference. The boundary of the special rate is a ₩900M official price and a one-home household; not knowing, people skip the objection or budget wrongly for a second home.
The year's tax is paid in halves in July and September: 16 to 31 July and 16 to 30 September, all in July if ₩200,000 or less. A second bill in September is not double taxation; the land portion is added then. Above ₩2.5M a split is available, the excess up to ₩5M and half above ₩5M deferred two months, applied for within the deadline, with a surcharge after it. The worksheet is three lines: ① official price and the 1 June owner, ② tax base and that year's ratio, ③ special-rate eligibility and the two dates. With those three, property tax preparation is done and you only check the bill line by line. Make the sheet once and change the numbers each year; the urban area portion and regional resource facility tax sit on the same bill, so the total exceeds the main tax.
All three steps are passed: start from the official price, multiply by 60%, and the special rate for a one-home ₩900M or less. The same ₩500M split into ₩504,000 and ₩684,000 on whether it was the only home. Not knowing 1 June means paying someone else's tax, not knowing the special rate costs ₩180,000 a year, and missing the deadline brings a surcharge. Two things to do now: mark the official price, the 1 June owner and the objection period on the spring calendar, and check the July and September bills line by line. That year's ratio and the extension of the special rate are decided by decree and the Assembly, and as of 2026-09-05 the extension has not passed. Property tax is set by three layers: official price, ratio, rate table.

Frequently asked
What percentage of market value is property tax?
Market value never enters directly. The rate table applies to a tax base of the official price times the 60% fair market value ratio. A ₩500M market home comes down to a base around ₩200M.
I sold in May but got a bill.
The assessment date is 1 June, so whoever owns on that day pays that year's tax. Sold on 31 May, the buyer pays; sold on 2 June, the seller pays.
Who gets the special rate?
A one-home household with an official price of ₩900M or less. Each bracket is 0.05 points lower, so ₩500M official gives ₩420,000, ₩150,000 less than the standard rate. ₩1B official gets no special rate.
Another bill in September. Is that double taxation?
No. Housing is paid in halves in July and September, and the land portion is added in September. At ₩200,000 or less it all comes in July.
Does the fair market value ratio change?
The statutory ratio for housing is 60%, and the government sometimes lowers it by decree for a year. That year's ratio is printed in the calculation on the back of the bill.
How long does the special rate last?
It has a sunset, and a government proposal would extend it to 2029, but as of 5 September 2026 it has not passed the Assembly.
