Take-home pay is not set by the annual salary — how social insurance and the withholding table split the same ₩4M

Two employees on ₩48M a year, ₩4M a month, receive ₩3,395,748 and ₩3,560,880. Over ₩160,000 apart on the same salary. The difference was the number in the dependents box. Take-home pay is not set by the salary. Social insurance comes out by rate and income tax by the withholding table, which picks its cell by pay band and family size. Tax-free items and the withholding ratio sit on top, and the tax withheld each month is finalized at the February year-end settlement.

Why it works this way

Two employees earn ₩48M a year, ₩4M a month. One's account receives ₩3,395,748, the other's ₩3,560,880. Over ₩160,000 apart on the same salary. The difference was the number written in the dependents box. Take-home pay is not set by the salary. Social insurance comes out of pay by rate and income tax by the withholding table, and that table picks its cell by pay and family size. Most people receive their first paycheck without knowing what comes out of one twelfth of the salary or why. It is commonly memorized as some percentage of salary, but the ratio rises as pay rises.

Step ① Social insurance, rates proportional to pay

2026 rates under the National Pension, Health Insurance, Long-Term Care and Employment Insurance Acts.

  1. Ratespension 4.75% · health 3.595% · long-term care = health premium × 13.14% · employment 0.9% · industrial accident entirely on the employer
  2. ₩3M₩142,500 · ₩107,850 · ₩14,172 · ₩27,000 = ₩291,522 · 9.72% of pay
  3. ₩4M₩388,696 (rates scale with pay · only the pension has a ceiling, ₩6.59M)

Not knowing, nearly 10% of a raise disappears first.

Step ② The withholding table is where the ₩160,000 came from. Income tax is a table, not a rate. Pay bands run down the side and the number of dependents across the top, and the amount in that cell is withheld. Family size includes yourself, and children aged 8 to 20 cut it further. At ₩4M single, income tax of ₩195,960 and local income tax of ₩19,596 come out for take-home of ₩3,395,748; with a spouse and one child, income tax falls to ₩88,760 for ₩3,513,668, and with two children ₩3,560,880. Same pay, one family cell, ₩160,000. Dependents follow the year-end basic deduction: annual income ₩1M or less, children 20 or under, parents 60 or over, and a working spouse does not count. The table steepens as pay rises: 12.44% at ₩3M, 17.1% at ₩5M, 20.95% at ₩7M, so 'take-home is X% of salary' holds only in one band. Not knowing, you submit a blank dependents form, lose ₩160,000 a month, and lend it to the tax office until February.

Step ③ Tax-free items and the withholding ratio

Income Tax Act Article 12(3)(r) · Enforcement Decree Article 194.

  1. ₩200,000 tax-free meals₩3M with ₩200,000 meals uses the ₩2.8M cell. Tax and social insurance both fall · is the meal allowance listed separately on the payslip
  2. Withholding ratioelect 80% · 100% · 120%. At 80% monthly pay rises and you pay more or get less back at year-end
  3. Totalthe same; only the timing moves

Not knowing, meals are taxed and the chance to manage cash flow is lost.

Step ④ The year-end settlement is where provisional becomes final. Every month's income tax is provisional and is recomputed in February on the year's total pay. Over-withheld means a refund, under-withheld means a top-up, and even a wrong cell comes back in February. Only income tax returns; social insurance is a rate, and health insurance has its own April pay reconciliation. At ₩4M single, over ₩2.58M is withheld in a year, and card and insurance deductions bring part of it back. Someone at 80% may owe more in February; a big refund is not good and a top-up is not a loss, since the total is the same. The payslip check is four lines: ① gross − tax-free = taxable pay, ② taxable pay × rates = four insurance items, ③ taxable pay and family size → table income tax and 10% local income tax, ④ the dependents form and the withholding ratio election. With four matching lines, checking take-home is done; negotiating a salary in reverse is the next lecture.

All four steps are passed: social insurance by rate, income tax by table, tax-free items and the ratio, the February settlement. The same ₩4M split into ₩3,395,748 and ₩3,560,880 on the family cell. A blank form costs ₩160,000 a month, unseparated meals tens of thousands, missing documents the money that would come back. Two things to do now: check the tax-free and family-size boxes on the payslip, and choose 80/100/120 and submit it to the company. The table changes yearly and tax-free items vary by company, so check with payroll.

The legal basis

Drawn from government announcements and the statutes themselves as primary sources, covering only the relevant part.

National Pension Act Article 88 · National Health Insurance Act Article 73 · Long-Term Care Insurance Act Article 9 · Employment Insurance Act (2026 rates)

In force Current (checked 2026-09-05)

Employee shares: pension 4.75% (ceiling ₩6.59M) · health 3.595% · long-term care 13.14% of the health premium · employment 0.9%. Industrial accident insurance entirely on the employer.

What this means

Social insurance is a rate proportional to pay. The 9.72% of ₩3M comes from here.

Income Tax Act Article 134 · Enforcement Decree Article 194 (Wage withholding table · Withholding ratio)

In force Current · 2026 table (checked 2026-09-05)

Income tax is withheld monthly according to the simplified table (pay band × number of dependents). An employee may elect 80%, 100% or 120%.

What this means

Income tax is a table, not a rate. One family cell moves ₩160,000.

Income Tax Act Article 12(3)(r) (Tax-free meal allowance)

In force Current (checked 2026-09-05)

A meal allowance of ₩200,000 or less a month received by an employee is tax-free.

Income Tax Act Article 137 (Year-end settlement)

In force Current (checked 2026-09-05)

What this means

Monthly income tax is provisional. It is finalized in February and any excess comes back.

Frequently asked

What percentage of salary is take-home?

It differs by band: the deduction ratio is 12.44% at ₩3M, 17.1% at ₩5M and 20.95% at ₩7M, rising with pay. A single percentage holds only in one band.

What if I did not submit the dependents form?

You are computed as single, and at ₩4M over ₩160,000 more is withheld each month. It comes back at the February settlement, but until then you have lent it to the tax office.

Does a working spouse count as a dependent?

No. Dependents must have annual income of ₩1M or less, so a working spouse is excluded. Children must be 20 or under and parents 60 or over.

Why does a ₩200,000 meal allowance change take-home?

It is tax-free, so ₩3M with ₩200,000 meals drops to the ₩2.8M cell and both income tax and social insurance fall. The meal allowance must be listed separately on the payslip.

Is an 80% withholding ratio better?

The total is the same; only the timing moves. At 80% monthly take-home rises and you pay more or get less back in February.

Does social insurance come back at year-end?

No. Only income tax does. Social insurance is a rate, and health insurance has a separate pay reconciliation in April.
