Three steps set your mortgage limit — how ₩10M of price split ₩210M of cash

A mortgage limit is not one calculation. The ratio (LTV), the amount cap and income (DSR) are three steps, each computed separately, and the lowest of them becomes your limit. The three do not move the same way. The amount cap falls in steps rather than in proportion, so ₩10M of price decides ₩210M of the cash you need.

Step ②: the amount cap by home price

It does not rise in proportion. Each band has a fixed value, and crossing a boundary drops it one step.

Why it works this way

Same bank, same day, neither of them owning a home, yet one was offered ₩600M while the other was offered ₩400M. The two homes were ₩10M apart in price.

It is easy to assume a mortgage limit scales with the price: a dearer home, a bigger loan. The structure is not that. The limit is not one calculation but three separate steps, each computed on its own, with the lowest of them becoming your limit.

The three steps are the ratio, the amount cap and income. They are not added together or averaged. The single lowest step becomes your limit. So if you do not know which step set yours, you cannot know what to change to raise it.

Each step is computed separately and the lowest becomes the limit

They are not added or averaged. One step, the lowest, decides it.

  1. Step ① ratio (LTV)price × ratio
  2. Step ② amount capa fixed value per price band
  3. Step ③ income (DSR)the repayment your income can carry
  4. Final limitthe lowest of the three

So raising your income does nothing while step ② binds, and lowering the price does nothing while step ③ binds.

Start with step ①, the ratio. LTV is the percentage applied to the price. Two keys set that percentage, and the first is where the home is.

Step ①, first key: where the home is

The percentage splits on whether it is a regulated zone.

  1. Unregulated zone outside the capital area · no home ownedLTV 70%
  2. Regulated zone · no home ownedLTV 40%
  3. Regulated zone · already an ownerLTV 0%
  4. Regulated zone · first-time buyerLTV 70%

On a ₩1.5bn home, 70% in an unregulated zone is ₩1.05bn while 40% for a non-owner in a regulated zone is ₩600M. The same home, and one ratio splits ₩450M. The 0% for existing owners does not mean 'they lend you less'. It means this door is shut. However the other two steps compute, the final limit is zero.

The second key is how many homes you own. In the same regulated zone, on the same home, it is 40% if you own none and 0% if you already own one. A first-time buyer goes up to 70%, which is 30%p above the 40% for a non-owner. Moving the ratio from 40 to 70 nearly doubles what the same home can borrow. From 31 August 2026, an unavoidable ownership history (inheriting a share of a home while still a minor, for instance) can be waived by the lender's credit committee so that first-time treatment still applies.

So step ① comes down to two checks: whether the home you want is in a regulated zone, and which box you fall into.

Next is step ②, the amount cap. This is the step that gave the lecture its title.

Mortgages in the capital area and regulated zones carry an amount cap set by price band: ₩600M up to ₩1.5bn, ₩400M from ₩1.5bn to ₩2.5bn, and ₩200M above ₩2.5bn. Within a band the cap is flat; at the boundary it drops all at once.

So a ₩1.5bn home and a ₩1.51bn home split at ₩600M against ₩400M. The price differs by ₩10M and what you can borrow differs by ₩200M. Exceed ₩1.5bn by even ₩1M and the outcome is the same. There is nothing in between.

How the limit is set on a ₩1.51bn home

Each of the three steps is computed, and the lowest becomes the final limit.

  1. LTV 40%₩604M
  2. Amount cap (above ₩1.5bn)₩400M
  3. Lowest of them₩400M

At ₩1.5bn the cap would be ₩600M, so the ₩600M LTV limit would pass through untouched. ₩10M changes this one box.

In cash terms the gap widens further. Buying a ₩1.5bn home with ₩600M of debt takes ₩900M of your own money. Buying a ₩1.51bn home with ₩400M takes ₩1.11bn. The home costs ₩10M more and you need ₩210M more cash, 21 times the cause.

The same structure repeats at the ₩2.5bn boundary, where ₩400M is cut to ₩200M. If you are looking at homes near a boundary, check the price band before you sign. Negotiating ₩10M can decide ₩200M of cash.

Last is step ③, income. DSR sets the limit from the ratio of principal and interest to annual income. Banks work to 40% and second-tier lenders such as savings banks to 50%; this lecture uses the bank figure. One more thing attaches here.

The bank lends at 4.74% and underwrites at 7.74%, because a 3.0%p stress rate is added when computing DSR on mortgages in the capital area and regulated zones. That 3%p never reaches the interest you pay. Your monthly payment is unchanged; only what you may borrow shrinks.

Step ③: interest you never pay cuts your limit

The added rate is used in the DSR calculation only.

  1. Rate you actually pay4.74%
  2. Rate used in underwriting7.74% (+3.0%p)
  3. Actual interest4.74%, unchanged
  4. Limitshrinks

Lengthening the term lowers the monthly payment and so raises the DSR limit. In the capital area and regulated zones the term is capped at 30 years, which closes that route.

When step ③ sets the limit: ₩50M annual income, ₩800M home

Computed with no other debt, at 4.74% over a 30-year term.

  1. Step ② amount cap₩600M
  2. Step ① LTV 40%₩320M
  3. Step ③ DSR (underwritten at 7.74%)about ₩233M
  4. Final limitabout ₩233M

Without the 3.0%p stress rate it would have reached ₩320M. Interest that is never paid cut about ₩87M, more than a quarter of what could be borrowed. Underwriting treats the repayment as ₩1.67M a month, while the payment actually made is ₩1.21M a month.

So step ③ binds first the lower your income is. Conversely, with income to spare you pass step ③ and walk straight into the cliff at step ②. That is why the case above assumes an annual income of ₩130M: it holds DSR off the limit so that only the amount cap is left in view.

This matters. The amount cap binds regardless of income. A high income does not get you past it. If anything, a lower income means DSR sets the limit first and the cliff never shows.

Clearing all three steps is still not the end. A promise remains once the money is drawn. Take a mortgage in a regulated zone to buy a home and a duty to move in attaches. It is invisible when you compute the limit, but failing it can have the loan called in. That is why you weigh whether you can actually live there before you borrow.

To sum up, there are two things to do now. First, check the price band of the home you want and whether it sits in a regulated zone. Those two set step ① and step ②. Second, check in the calculator which step set your limit.

If the amount cap binds, raising your income will not raise the limit, so look at the price band. If DSR binds, look instead at your income and existing loans. Not knowing what binds means fixing the wrong thing.

One caveat: the price here is not the contract price but the home value the lender recognises. How that is assessed can differ between institutions, and this lecture covers ordinary bank mortgages. Policy loans such as Didimdol and Bogeumjari have their own terms, so confirm with the lender before you borrow.

The legal basis

Drawn from government announcements and the statutes themselves as primary sources, covering only the relevant part.

금융위원회 「주택시장 안정화 대책」 (10.15 measures): amount cap

In force 16 October 2025

The amount cap on mortgages in the capital area and regulated zones is set by home price: ₩600M up to ₩1.5bn, ₩400M from ₩1.5bn to ₩2.5bn, and ₩200M above ₩2.5bn.

What this means

At each boundary the limit falls like a step rather than tapering. Exceed a boundary by a little and the limit drops in ₩200M units. It is a step that binds regardless of income.

금융위원회 「주택시장 안정화 대책」 (10.15 measures): stress rate

In force 16 October 2025

A 3.0%p stress rate is added when computing DSR on mortgages in the capital area and regulated zones. Other household lending takes the 1.5%p stage-three baseline.

What this means

The added rate is used only in the DSR calculation and never reaches the interest you pay. Your monthly payment is unchanged; only what you may borrow shrinks.

금융위원회 「가계부채 관리 강화 방안」 (6.27 measures)

In force 28 June 2025

Mortgage terms in the capital area and regulated zones are capped at 30 years.

What this means

Lengthening the term lowers the monthly payment and so raises the DSR limit. With that route capped at 30 years, the stress rate is hard to work around.

Effects of regulated zone designation

In force date of designation notice

In a regulated zone, LTV is 40% for those owning no home, 0% for existing owners, and 70% for first-time buyers. An unregulated zone outside the capital area is 70%. Designation changes more than the ratio, because other restrictions switch on with it. A borrower holding a jeonse loan cannot acquire an apartment above ₩300M in that zone, and a borrower holding more than ₩100M of unsecured credit cannot buy a home there for one year from the drawdown date. The regulated zones today are all 25 autonomous districts of Seoul and 15 areas of Gyeonggi: Seoul in full and 12 Gyeonggi areas from 16 October 2025, and Hwaseong Dongtan-gu, Yongin Giheung-gu and Guri from 1 July 2026.

What this means

The 0% for existing owners means this step is shut: the final limit is zero without computing the other two. At ₩1.5bn, 40% LTV is ₩600M, the same as the amount cap. Nudge the price up and the amount cap falls to ₩400M first and takes over as the binding constraint.

금융위원회 「가계부채 관리 강화 방안」: inspection and sanctions for breach

In force detection figures for the second half of 2025 · the tougher sanctions apply once each sector amends its code during Q2 2026

In the second half of 2025, 2,982 breaches of household lending undertakings were detected, of which 2,945 were breaches of the ban on buying an additional home and 20 were breaches of the undertaking to move in. Where funds are found to have been diverted from their stated purpose, the bar on new credit widens from that lender's business loans to all lending across every financial sector, and the bar runs for 3 years on a first detection and 10 years on a second.

What this means

The duty to move in and the ban on buying another home do not end at signature. They are checked. Break one and the loan is called in, and the route to new credit anywhere in the financial sector is closed for years.

Frequently asked

Which of the three steps sets my limit?

The calculator marks which of the amount cap, LTV and DSR decided your final limit. If the amount cap binds, check the price band; if DSR binds, look at your income and existing loans. Not knowing what binds means fixing the wrong thing.

Does a higher income raise the limit?

Only while DSR is what sets it. If the amount cap or LTV binds, the limit is fixed regardless of income. The amount cap cannot be passed however high the income.

Does exceeding ₩1.5bn by ₩1M cut it just the same?

Yes. The cap changes the moment you cross the band. By how much you crossed does not enter into it. The ₩2.5bn boundary is the same, dropping ₩400M to ₩200M.

Do I actually pay the stress rate?

No. It is a notional rate added only when DSR is computed. Once the loan is drawn you pay interest at the rate agreed. That calculation does, however, shrink what you can borrow.

Is the ₩1.5bn measured on the contract price?

It is the home value the lender recognises. That can differ from the contract price, and assessment methods vary between institutions, so confirm the actual terms if you are near a boundary.

Can I rely on this calculator alone?

No. This lecture and the calculator cover ordinary bank mortgages. Policy loans such as Didimdol and Bogeumjari have their own terms, and the lender decides both the assessed value and the final limit. Conditions you must keep after borrowing, such as the duty to move in, never appear in the limit calculation. Confirm with the lender before you borrow.
