Acquisition tax is not set by the price — the same ₩600M home pays ₩6.6M or ₩74.4M depending on house count and area

Two identical ₩600M apartments pay ₩6.6M and ₩74.4M in acquisition tax. Three layers decide it: the price band, house count and area, and floor area and relief. Up to ₩600M it is 1%, above ₩900M 3%, and in between a formula slope; a second home in a regulated area is 8% and a third or more 12%. Over 85㎡ adds 0.2% rural special tax, and a first home priced at ₩1.2B or less gets up to ₩2M of relief.

At a glance

The same ₩600M: acquisition tax by house count and area (incl. local education tax)

One home ₩6.6M, regulated second home ₩50.4M, third home ₩74.4M. The price is the same.

  • One home (1% + 0.1%)₩6.6M
  • Regulated second home (8% + 0.4%)₩50.4M
  • Regulated third home (12% + 0.4%)₩74.4M

Why it works this way

Two identical ₩600M apartments. One buyer paid ₩6.6M in acquisition tax, the other ₩74.4M. The price is the same; what differs is how many homes the buyer already owned and where the home is. Someone who signed believing the rate was 1% learns about 12% only when the bill arrives on settlement day, after the deposit is in. Money leaves without you knowing what you missed. It is paid once, but that once is tens of millions of won. Acquisition tax is not one line of a rate table but a three-layer judgment, and most people know only the first and fall at the second. Count it to the nearest ₩100,000 before you sign.

Step ① The price band is a slope, not steps

Local Tax Act Article 11(1)8. Going ₩1M over ₩600M does not jump the rate to 2%.

  1. Up to ₩600M1% · ₩600M ₩6M · local education tax 0.1% → ₩6.6M
  2. Over ₩600M up to ₩900M(price × 2 ÷ ₩300M − 3) ÷ 100 · ₩610M 1.0667% ₩6,506,870 · ₩750M 2% ₩15M
  3. Over ₩900M3% · ₩900M ₩27M · ₩901M also 3%

The slope runs to ₩900M and 3% applies from the moment you cross it. ₩890M at 2.93% and ₩901M at 3% differ by over ₩600,000 in tax on a ₩11M price gap, so this boundary alone is a basis for negotiation. Miss it and you lose a bargaining point near ₩900M.

Step ② House count and area is where the tax jumps tenfold. The test is how many homes the household holds after the purchase and whether the home is in a regulated area. Regulated: second home 8%, third or more 12%; elsewhere: third 8%, fourth 12%; corporations 12% from the first home, and under heavy rates local education tax is fixed at 0.4%. A ₩600M home splits into ₩6.6M for one home, ₩50.4M as a regulated second home and ₩74.4M as a third, and this is where the two buyers in the opening parted. Most people get confused here: it is a household count as of the acquisition date, so a spouse's home counts too. The way out is the temporary two-home rule: sell the previous home within the deadline and the heavy rate does not apply. Sign without knowing and you pay ₩67.8M more.

Step ③ Floor area and relief, two things that move after the rate

Rural Special Tax Act Article 5 · Restriction of Special Local Taxation Act Article 36-3.

  1. Floor areaover 85㎡ exclusive area adds 0.2% rural special tax · ₩1.2M on ₩600M · none at 85㎡ or less
  2. Relieffirst home · ₩1.2B or less · up to ₩2M of acquisition tax
  3. Boundaries₩150M → ₩1.5M fully waived · ₩300M → ₩3M − ₩2M = ₩1M · ₩1.2B still ₩2M · ₩1.201B → ₩0

Cross the cap and the whole relief disappears. File and pay within 60 days of acquisition, with penalties for delay. Even when a judicial scrivener handles it, the money leaves your account, so keep cash for acquisition tax and local education tax alongside the settlement. As of 2026-09-05 the officetel extension and ₩3M for young buyers are government proposals not yet passed, and this table is what applies now.

The pre-contract worksheet is three lines. ① Is the price ₩600M or less, above ₩900M, or in between; ② household house count and area, combining spouse and household members, with the regulated-area check and the deadline if it is a temporary two-home case; ③ floor area and relief, 85㎡ and first-home eligibility at ₩1.2B or less. With those three lines filled in, acquisition tax preparation is done and there is no surprise on settlement day. Inheritance at 2.8% and gifts at 3.5% use different tables altogether; today's table is for homes bought with money.

All three steps are passed. Start with the price band, jump tenfold at house count and area, and finish with floor area and relief. The same ₩600M split into ₩6.6M and ₩74.4M because of the buyer's circumstances. Signing without counting houses costs ₩67.8M more, and missing first-home relief costs ₩2M. Two things to do now: write down the household's homes by name and whether the area is regulated, and put the first-home requirements, the ₩1.2B cap and the 60-day filing deadline on the calendar. Check temporary two-home deadlines and regulated-area designations with the district tax office or a tax adviser.

The legal basis

Drawn from government announcements and the statutes themselves as primary sources, covering only the relevant part.

Local Tax Act Article 11(1)8 (Rate on purchased housing)

In force Current (checked 2026-09-05)

1% up to ₩600M; (price × 2/₩300M − 3) × 1/100 over ₩600M up to ₩900M; 3% over ₩900M.

What this means

Between ₩600M and ₩900M it is a slope, not steps. The ₩900M boundary alone becomes a basis for negotiation.

Local Tax Act Article 13-2 (Heavy rates for corporations and multiple-home owners)

In force Current (checked 2026-09-05)

Regulated area: second home 8%, third or more 12%. Non-regulated: third home 8%, fourth or more 12%. Corporations 12%. Temporary two-home cases are excluded if the previous home is disposed of within the deadline.

What this means

The same ₩600M becomes tenfold by house count and area. It is a household count, so the spouse's name counts.

Local Tax Act Article 151 · Rural Special Tax Act Article 5 (Local education tax · Rural special tax)

In force Current (checked 2026-09-05)

Local education tax is (rate − 2%) × 20%, 0.4% under heavy rates. Homes over 85㎡ exclusive area carry rural special tax of 10% of the acquisition tax (0.2%).

What this means

Two taxes ride behind the rate. The ₩600,000 in ₩6.6M and the ₩1.2M for over 85㎡ come from here.

Restriction of Special Local Taxation Act Article 36-3 (First-home acquisition tax relief)

A person who, together with a spouse, has never owned a home and acquires one priced at ₩1.2B or less has acquisition tax waived up to ₩2M.

What this means

Frequently asked

Is a ₩610M home taxed at 1% or 2%?

Neither. Between ₩600M and ₩900M the rate is the formula (price × 2 ÷ ₩300M − 3) ÷ 100, so ₩610M is 1.0667%, ₩6,506,870.

Does a home in my spouse's name count?

Yes. The count is by household as of the acquisition date, so homes in the names of the spouse and household members all count. In a regulated area the second home is 8%.

Am I a two-home owner while switching homes?

Under the temporary two-home rule, selling the previous home within the set deadline avoids the heavy rate. The deadline is in the acquisition tax decree, so note it before settlement.

Does first-home relief apply to a ₩1.2B home?

Yes. A price of ₩1.2B or less qualifies for up to ₩2M. At ₩1.201B the cap is exceeded and the relief is zero.

Do officetels qualify for first-home relief?

As of 5 September 2026, current law covers housing. Extending it to officetels and ₩3M for young buyers are government proposals not yet passed.

When is acquisition tax due?

File and pay within 60 days of acquisition. Delay adds penalties, and even when a judicial scrivener handles it the money comes from your account.
