How this works
What it calculates
It is natural to assume that everything paid into a housing subscription account counts toward your ranking, but the 주택공급에 관한 규칙 sets three caps on how the months and the total are counted. Only ₩250,000 a month counts toward the savings total; months paid while you were a minor count only up to a fixed number; and prepaying ahead of schedule does not add months beyond the number of months between opening the account and the sales announcement, known as the sequential payment count. Enter the monthly payment, the months paid as an adult and as a minor, the sequential count and the region, and this calculator applies those caps to give the credited months and credited total, and shows how much of what you actually paid is not credited.
It then decides whether you are first rank for public housing. The first-rank conditions differ by region in both the membership period and the number of payments, and in speculation-overheated and subscription-overheated districts they also require you to be the head of household with no member of the household having won another home in the past five years. If you are short of months it says how many more you need; if something other than months blocks you, it names the reason.
Who uses it and when
Anyone preparing to apply for public housing or a public sale who wants to know how competitive their account really is. Among first-rank applicants for public housing, ties are broken by savings total or number of payments, so what matters is not what you paid but what is credited. Anyone paying more than ₩250,000 a month discovers here that the excess does not enter the ranking.
It is also needed when parents opened an account in a child's name years ago. Payments made as a minor are capped, so ten years of payments do not translate into ten years of credit. And anyone with a lump sum who plans to prepay several years at once can see in advance that the sequential count cap keeps the credited months from growing as fast as they hoped.
Legal basis and how the maths runs
The basis is 주택공급에 관한 규칙 제9조, 제10조 and 제27조. 제9조제3항 sets the monthly payment range at ₩20,000 to ₩500,000, so the calculator accepts nothing outside it. The calculation has three steps. First, under 제10조제5항제1호, the monthly payment used for the savings total is cut to ₩250,000. Second, under 제10조제4항제2호 and 제5항제2호, the months paid as a minor are trimmed: payments made on or before 31 December 2023 count up to 24 months, and together with payments made from 1 January 2024 the total counts up to 60 months. Third, if the adult months plus the credited minor months exceed the sequential payment count, only the sequential count is credited under 제10조제4항제1호. Credited months times the credited monthly payment is the credited savings total.
First rank is set by region under 제27조제1항제1호: 12 months of membership and 12 payments in the capital region, 6 months and 6 payments elsewhere, and 24 months and 24 payments in speculation-overheated and subscription-overheated districts, where you must also be the head of household and no member of the household may have won another home in the past five years. A shrinking area requires only 1 month of membership with no payment-count condition. The calculator tests the credited months against both the period and the count, checks the household conditions in regulated districts, and reports whether you are first rank.
A worked example
The calculator's default is a head of household in the capital region who has paid ₩250,000 a month for 12 months as an adult. The monthly payment equals the cap, so nothing is trimmed, and with no minor months and no sequential count the credited months are 12 and the credited total is ₩3,000,000. The amount actually paid is also ₩3,000,000, so nothing goes uncredited. That exactly meets the capital-region condition of 12 months and 12 payments, so the result is first rank.
Now take someone paying ₩500,000 a month for 10 months as an adult, with 30 months paid as a minor before 2024 and 40 months from 2024 on, applying in a speculation-overheated district. The monthly payment is cut to ₩250,000. The 30 earlier minor months are cut to 24, which with the 40 later months makes 64, and that is cut again to 60. Adding the 10 adult months gives 70 credited months and a credited total of ₩17,500,000. The money actually paid was 80 months at ₩500,000, or ₩40,000,000, so ₩22,500,000 stays outside the ranking. Even so, 70 months clears the 24 required, and as a head of household with no recent win, the applicant is first rank.
Common mistakes
The most common mistake is believing that paying more than ₩250,000 a month lifts your ranking faster. The savings total counts only up to ₩250,000, so the excess is invisible in the ranking. The money is not lost, it simply does not enter the calculation, but if ranking is the goal, ₩250,000 is where efficiency ends. The next is counting every month in a child's account: the minor-months cap means years of payments are not all credited.
Prepayment is widely misunderstood too. Paying several years at once does not add months beyond the sequential count, so months only accumulate as time passes after the account is opened. Late payments push each month's credited date back under a separate formula that this calculator does not handle, so anyone with arrears should confirm their credited months with the bank. Finally, this calculator is built for public housing. Private housing looks not at the savings total but at whether you have met the deposit threshold for the region and unit size, so do not rely on this result for a private-housing application.

Common questions
- Why is not everything credited?
- For the savings total, the monthly payment counts only up to the cap (Art. 10(5)1). Paying more does not raise your ranking figure.
- What about payments made as a minor?
- Payments before 2024-01-01 count up to 24 months, and together with later minor-period payments they count up to 60 months (Art. 10(4)2 and 10(5)2).
- What is the sequential payment count?
- The number of monthly payments due between joining and the public announcement. Anything beyond it is not credited (Art. 10(4)1).
- Does this apply to private housing?
- No. Private housing looks at the regional deposit standard in Table 2, not the savings total. This calculator is for public housing.
