Car Fire Extinguisher Requirement Checker (Korea)

Enter your vehicle type, seating capacity and when it was registered to you, and see whether Korean law requires a vehicle fire extinguisher and, if so, how many and of what fire rating.

Rules as of 2026-10-28 · 소방시설법 제11조 (in force 2024-12-01)

Article 11 of 소방시설 설치 및 관리에 관한 법률 was promulgated on 30 November 2021 and took effect on 1 December 2024. Before that, only passenger cars seating 7 or more had to carry an extinguisher. The rule now covers passenger cars seating 5 or more and light and small trucks as well. The widened part applies only to vehicles sold new, or re-registered to a new owner, on or after 1 December 2024.

It must be an extinguisher type-approved for vehicles

  • A household extinguisher will not do. The rule asks for a type-approved extinguisher marked as suitable for vehicles (별표 2 of the enforcement rules).
  • Keep it where you can reach it quickly. Buried at the back of the boot does not count as easy to use.
  • Whether the extinguisher is fitted is checked at the periodic vehicle inspection (Article 11(3) of the Act).
  • Vehicles carrying dangerous goods or high-pressure gas follow a separate standard under 위험물안전관리법 시행규칙.

The test follows Article 11 of 소방시설법 and 별표 2 of its enforcement rules. Article 11(1) requires the owners of passenger cars seating 5 or more, vans and buses, trucks and special vehicles to carry a vehicle fire extinguisher. Article 14 and 별표 2 of the enforcement rules set how many and of what rating. Vans and buses are split at 15 seats or fewer, up to 35, and above, while trucks and special vehicles are split into medium or smaller and large. Before 1 December 2024, Article 57 of 자동차 및 자동차부품의 성능과 기준에 관한 규칙 already required the same ratings and numbers for passenger cars seating 7 or more, vans and buses, and medium and large trucks and special vehicles. Those vehicles need one whenever they were bought. Only the newly added 5- and 6-seat passenger cars and light and small trucks and special vehicles depend on when the car became yours. We checked the original texts on the national law database on 23 October 2026.

The fire rating is a number showing how much fire an extinguisher can put out, printed on its body as something like A1 B2 C. Swapping one extinguisher rated 2 for two rated 1 is allowed only where 별표 2 says so (vans seating 15 or fewer, and large trucks and special vehicles). A van or bus seating more than 23 and wider than 2.3 metres must keep a space of at least 600 by 200 millimetres near the driver's seat and keep at least one extinguisher there.

How this works

What it decides

It tells you whether Korean law requires your vehicle to carry a fire extinguisher and, if so, how many and of what fire rating. All you need is the vehicle type on your registration certificate (passenger car, van or bus, truck, or special vehicle), its seating capacity or size class, and when the vehicle became yours. The test follows Article 11 of 소방시설 설치 및 관리에 관한 법률 and 별표 2 of its enforcement rules.

Article 11 was promulgated on 30 November 2021 and took effect three years later, on 1 December 2024. Before that, the vehicle safety rules (Article 57 of 자동차 및 자동차부품의 성능과 기준에 관한 규칙) required an extinguisher only in passenger cars seating 7 or more, in vans and buses, and in medium and large trucks and special vehicles. The rule now reaches passenger cars seating 5 or more and light and small trucks and special vehicles too.

Why the purchase date matters

Addendum Article 3 of the Act applies Article 11 to vehicles made, imported or sold after it took effect, and to vehicles re-registered after a change of owner. So two identical 5-seat cars can get different answers. One bought new, or bought second-hand and transferred, on or after 1 December 2024 must carry an extinguisher. One that has belonged to the same person since before then has no duty. If that owner sells it, the duty begins with the buyer.

On the other hand, passenger cars seating 7 or more, vans and buses, and medium and large trucks and special vehicles were already held to the same ratings and numbers under the old rule. They need an extinguisher whenever they were bought, and the calculator does not ask about ownership for them. For example, a 7-seat SUV owned since 2023 comes out as required, while a 5-seat saloon owned since 2023 comes out as not required. That is the whole effect of the transition rule, and it is the part most drivers get wrong when they read news reports that every 5-seat car now needs one.

How many each vehicle needs

Passenger cars and light vans need one extinguisher rated 1 or higher. Vans and buses are split by seating. Up to 15 seats it is one rated 2 or higher, or two rated 1 or higher, and from 11 seats one of them must sit near the driver's seat or the seat beside it. From 16 to 35 seats it is two rated 2 or higher. From 36 seats it is one rated 3 or higher plus one rated 2 or higher, and a double-decker adds one rated 3 or higher on the upper deck.

Trucks and special vehicles are split by size class. Medium or smaller needs one rated 1 or higher, and large needs one rated 2 or higher or two rated 1 or higher. The size class appears next to the vehicle type on the certificate, and a truck counts as small when its payload is 1 tonne or less and its gross weight 3.5 tonnes or less. Vehicles carrying dangerous goods or high-pressure gas follow the mobile tank standard in 위험물안전관리법 시행규칙, so this calculator does not rule on them.

Fire ratings and where to keep it

The fire rating is a number showing how much fire an extinguisher can put out, printed on its body as something like A1 B2 C. Most vehicle extinguishers on sale are rated 1 or higher, so a single one covers a passenger car. 별표 2 does ask for an extinguisher type-approved for vehicles, though, so a household extinguisher without a marking for vehicle use does not meet the standard.

It has to be kept somewhere easy to use, meaning a spot you can reach at once if the car catches fire, such as beside the driver's seat or under the passenger seat. A corner of the boot under the luggage does not qualify. 소방시설법 sets no fine for breaching this article, but the periodic vehicle inspection checks for the extinguisher and reports the results to the National Fire Agency. A passenger car seats 10 or fewer, and anything larger is registered as a van. We checked the original texts on the national law database on 23 October 2026.

About this calculator

When to use it

Use it when you hear that even 5-seat cars in Korea now need a fire extinguisher and want to know whether yours does. It also gives the number and fire rating needed for vans, buses and trucks, and what changes when you buy a used car.

What it calculates

Tells you whether Korean law requires your car, van, truck or bus to carry a fire extinguisher, and how many of what rating.

Common questions

Does a 5-seat passenger car really need an extinguisher?
Yes, if you bought it new or had it transferred to you on or after 1 December 2024. Article 11 of 소방시설법 widened the scope to passenger cars seating 5 or more, and Addendum Article 3 applies that to vehicles sold or re-registered from that day. A 5- or 6-seat car registered to the same owner since before then has no duty.
Was a 7-seat SUV already covered?
Yes. Before 1 December 2024, Article 57 of the vehicle safety rules already required one extinguisher rated 1 or higher in passenger cars seating 7 or more. So cars with 7 or more seats need one whenever they were bought.
Can I keep my household extinguisher in the car?
별표 2 asks for a type-approved vehicle extinguisher. Look for the marking that says it is suitable for vehicles. A household extinguisher without it does not meet the standard.
Is there a fine for not carrying one?
소방시설법 has no fine for breaching Article 11. Instead, Article 11(3) has the vehicle inspection check whether an extinguisher is fitted and report the results to the National Fire Agency.
How many does a van or bus need?
A light van needs one rated 1 or higher. Up to 15 seats it is one rated 2 or two rated 1, with one of them near the driver's seat from 11 seats. From 16 to 35 seats it is two rated 2, and from 36 seats one rated 3 plus one rated 2.
Is a one-tonne truck covered?
A truck with a payload of 1 tonne or less and a gross weight of 3.5 tonnes or less is small. Small trucks were brought in on 1 December 2024, so if you bought it new or had it transferred to you since then, it needs one extinguisher rated 1 or higher. If it has been yours since before then, there is no duty.
